Even though powers in grasp, constantly worried about murder attempts, cornered within multiple layers of safeguards, isn't it imprisonment? Causal consequences of actions and intentions would not be mistaken even in minor details. Plotted for profits in disregard to justice, one could hardly expect end of such jail sentence.
